Ukraine’s Ministry of Culture has announced recommendations for event organizers to ensure the safety of attendees during yellow alert warnings. Key measures include ensuring that sufficient shelters are available for all visitors, participants, and staff, as well as establishing clear routes to these shelters.
Prior to any event, attendees should be informed about the nearest shelter’s location, the route to it, and the procedures to follow in case the threat level changes. Individuals are permitted to leave the event and move to the shelter independently, and organizers are required to facilitate this process.
If a red alert is issued before the event begins, the event must be canceled. However, if a red alert occurs during the event, it should be halted immediately, and attendees must receive information regarding the shelter and the organization of their safe transition.
For outdoor mass events, it is particularly recommended to assess the capacity of shelters, the distance to them, and the feasibility of swiftly relocating all attendees without creating dangerous crowding. If such access cannot be assured, holding events during a yellow alert is not advised.
The Ministry emphasized that these recommendations do not override existing civil protection laws or directives from military commanders and administrations.

- Since September 6, a differentiated alert system for aerial threats has been in place in Kyiv.
