On Tuesday, U.S. President Donald Trump and Ukrainian President Volodymyr Zelensky engaged in discussions regarding the revival of peace negotiations between Ukraine and Russia, as well as an agreement that would enable Ukraine to manufacture Patriot interceptor missiles. This meeting occurred prior to the funeral of Senator Lindsey Graham, a staunch ally of Ukraine, as reported by Reuters.
Zelensky’s private meeting with Trump took place in the Oval Office, without the presence of journalists, just before Graham’s burial later that afternoon.
This visit provided Zelensky an opportunity to strengthen military support for Ukraine amid warmer relations between the U.S. and Ukraine than in previous months.
However, the U.S. has postponed its aid to Kyiv, and the loss of Graham signifies the absence of one of Ukraine’s most influential supporters in Washington.
In a message shared online, Zelensky described his meeting with Trump as “productive,” highlighting their discussion on the American leader’s promise made during the NATO summit in Ankara earlier this month to grant Ukraine a license for the production of Patriot interceptor missiles.
As Russia has intensified its attacks on Ukrainian cities, Kyiv faces a chronic shortage of Patriot missiles, which remain the only weapon in its arsenal capable of intercepting Moscow’s ballistic or hypersonic missiles.
“I discussed with the president the licenses for producing interceptor missiles for the Patriot system and other ideas that could be helpful,” Zelensky added, without providing further details on the matter.

Following Graham’s burial, Zelensky is expected to meet with U.S. senators at the Capitol. The U.S. Senate is preparing to vote on a bipartisan package of new sanctions against Russia, which Graham had attempted to finalize in his last days.
Zelensky’s visit comes after a letter sent to lawmakers by the Pentagon indicated that the Trump administration informed Congress it would not fully spend the $400 million authorized for aid to Ukraine until fiscal year 2029.
Criticism has emerged from Democrats and some of Trump’s Republican colleagues regarding the Pentagon’s withholding of aid designated for Kyiv, which members from both parties had supported last year.
A Step Forward in U.S.-Ukraine Relations
Zelensky and Trump had previously clashed during the early months of Trump’s second term, but their relationship has improved in recent months as Ukraine has achieved greater successes in the war, particularly through intensified attacks on Russia’s oil industry.
Graham, a Republican from South Carolina who died suddenly from a heart condition on July 11 at the age of 71, was one of Trump’s most visible allies, frequently advocating for a more interventionist U.S. role on the global stage and strongly supporting Ukraine.
He met with Zelensky in Kyiv just one day before his death, marking the tenth visit by the Republican politician to Ukraine since the onset of Russia’s large-scale invasion in 2022.
Before the meeting in the Oval Office, a White House official stated that Trump would discuss the peace process between Russia and Ukraine with the Ukrainian president. “Now is the time to end the war,” the official remarked.
Last week, Zelensky spoke with American emissaries Steve Witkoff and Jared Kushner about the prospects of resuming peace negotiations with Russia and mentioned that Ukrainian and American officials could meet in the United States in the coming days.
