CSA Steaua București is still awaiting a resolution to the issues hindering its promotion to the Superligă. Minister of Defense, Radu Miruță, has delivered a strong message concerning the club’s situation in Ghencea.
Miruță discussed the ongoing reorganization of Steaua, highlighting the presence of individuals within the club resistant to change. He asserted that the Ministry will no longer tolerate the mismanagement of contracts and funds.

During a recent inquiry about Steaua’s future, the Minister of Defense delivered a particularly harsh critique. He stated, “The reorganization has stalled, and there are people who do not wish to see it happen. The Ministry will no longer accept individuals making shady deals at Steaua, with funds being allocated that go unaccounted for. On my watch, that will not occur. The MApN is not an endless source to support activities essential for Steaua alongside questionable dealings that some have exploited over time. There must be a change in the way the club operates.”
Earlier this year, the funding received by Steaua was considerably low, but the amount initially reduced was later restored. “I will not allow current actions to go unfunded. A reorganization is necessary because the selection of the commander has yet to yield results,” Miruță stated, according to as.ro.
Why CSA Steaua Cannot Get Promoted
Currently, CSA Steaua cannot advance to the Superligă due to its operational legal structure. The club functions as a football section of the Army Sports Club, an entity under the Ministry of National Defense. However, professional football regulations stipulate that a Superligă team must operate through an entity eligible for commercial activities and licensing.
Consequently, even if Steaua were to earn the right for promotion based on sporting merit, it cannot compete in the top tier without reorganizing the club or establishing a structure that complies with FRF regulations.
