IOC Eases Restrictions on Russian Athletes Amid Ongoing Conflict

The International Olympic Committee (IOC) has decided to temporarily lift the suspension of the Russian Olympic Committee (ROC), which had been in effect since October 2023. This decision was made by the IOC’s executive committee.
The committee clarified that the ROC no longer includes regional sports organizations from territories under the jurisdiction of the Ukrainian National Olympic Committee, and the ROC confirmed it will not conduct activities in those regions.
Despite these lifted restrictions, Russian athletes returning to international competitions must comply with anti-doping regulations, undergoing necessary tests and participating in testing programs overseen by the International Testing Agency (ITA).
The IOC also stated that it will not hold events in Russia or invite Russian government officials to its events. A determination on the use of the Russian flag, anthem, colors, or other symbols at the Olympic Games will be made at a later date.
Importantly, the IOC emphasized that this decision does not signify a change in its stance regarding Russia’s ongoing war against Ukraine.
Context
- Following Russia’s full-scale invasion of Ukraine in 2022, the IOC recommended that international federations prevent Russian and Belarusian athletes from competing. In 2023, the organization allowed their return only as individual neutral athletes under specific conditions.
