Ukraine’s Ombudsman Calls for Complete Overhaul of Mobilization Approach

Ukrainian Ombudsman Dmytro Lubinets has stated that the country’s mobilization approach needs a complete overhaul rather than mere adjustments. During a recent press conference, he placed the responsibility on the leadership of the Ministry of Defense to implement these changes. Lubinets emphasized the necessity to abandon quantitative metrics in favor of enhancing motivation among service members. He also advocated for transforming the premises of Territorial Recruitment Centers (TRC) and Service Centers (SC) into more service-oriented environments.
Furthermore, Lubinets highlighted the need to halt the disreputable practice of wearing balaclavas and the current situation where TRC and SC staff conduct checks on individuals without police presence. He described these actions as part of a disgraceful trend resembling ‘busification’, criticizing the current state of mobilization practices in Ukraine.
