Eugen Tomac explains the “zero priority” in his governing program: “We can no longer live in the Romania penciled in during Ceaușescu's time”

The governing program of the prime minister-designate, made public on Saturday, places administrative-territorial reform at the center of the Executive's future measures. In an intervention on Antena 3 CNN, Eugen Tomac claimed that he did not encounter “any reluctance” from the parties with whom he discussed this reform. Tomac also said that he does not intend to increase taxes and fees if his Government receives the vote of the Parliament
The governance program made public by his team includes 21 chapters and places administrative-territorial reform at the center of the Executive's future measures.
“A government that does not have responsibilities in relation to local elected officials can come up with a bold plan for administrative-territorial reform. All governments in recent years have announced that they will carry out this reform. We will go and discuss with all political formations. We can no longer live in the Romania penciled in during Ceaușescu's time,” declared Tomac.
He said he had raised the issue in discussions with political parties and had met no opposition.
“I raised this issue in the discussions I had with the political parties, both with those who support me and with those who do not support me, and I did not feel any reluctance,” said the prime minister-designate.
“We better give another destination to a town hall and it would be more effective for the whole community. A community with ten entrepreneurs is a living community, a commune without any entrepreneurs is a dead community. Obviously we are interested in giving people a new perspective. This is only possible if we have courage,” he said.
“Romania is the only country in the EU that has not carried out an administrative-territorial reform to European standards. The resettlement of the territorial structure is the necessary condition for any sustainable sectoral reform – administration, health, education, European funds, local development”, writes in the Governance program of Prime Minister-designate Eugen Tomac.
In the program it is also written that this reform “is the precondition for the other chapters of the program to work”.
Indexation of pensions from January 1, 2027
The program also includes measures requested by PSD, such as the elimination of CASS for mothers, but not for veterans or people with disabilities, and the indexation of pensions from January 1, 2027. However, the percentage by which they will be indexed is not specified.
“Our optimism encourages us to look towards the indexation of pensions as possible from January 1, 2027. In the first two months of my mandate I will be able to come up with a figure,” he declared.
Asked how much the pensions will be indexed, he replied that the increase will be “absolutely correlated with inflation”, but will also depend on the discussions with the European institutions.
“Our obligation is that within one to two months we will have a fair assessment,” Tomac said.
The salary law “cannot be sent to Parliament in its current form”
Tomac also stated that the draft of the new salary law cannot go forward in its existing form.
“I want to be as honest and direct as possible. The law, as it stands today, cannot be sent to Parliament. A law that affects important categories of beneficiaries cannot go forward. I think it is essential that we find a compromise formula so that no revenue is lost,” he said.
“With me as prime minister in Romania, neither fees nor taxes will increase”, Eugen Tomac also said.
