As CSA belongs to MApN, so it is an entity under public law, not private, its football team cannot promote to the Superliga. It is prevented by the Sports Law and FRF regulations. As such, there are two ways for the Star to gain access to the elite echelon. The law should be amended or CSA should be transformed into a private company.
Since the attempts to change Law 69/2000 failed, the submitted projects being approved negatively, the other way remained to be approached, logically. So much so that no result has been reached on it either, although the ministers who visited the head of the MApN have taken care of the matter. Or at least they left the impression. Without exception, they undertook to solve the problem of finding one or more associates for the Star. They promised and that's it, nothing tangible.
Among them, the current minister Radu Miruță, young and energetic, seems more determined to take the bull by the horns. Proof that he met the fans yesterday at the Ghencea stadium. He listened to them and they listened to him, the outstanding initiative.
According to what Radu Miruță wrote on Facebook, the minister explained to the supporters the next steps to be taken for the team to break the deadlock. And this “beyond the intoxicated noise pushed by those who do not want Steaua in the first league, beyond the false news propagated”.
But the dignitary did not develop the subject and stopped halfway. Personally, I would have liked to find out who wears Stella's Saturdays, but, unfortunately, I couldn't. Miruta kept it for himself, a secret.

Anyway, the meeting with the fans is worth remembering. Nice idea, notable gesture, intended to give a little satisfaction to the fans “who come to the stadium in the rain and wind” (no the author omitted the snow and the burning sun), pure populism! Good, but further, to the point, what did the minister do to achieve the goal, did he find partners who, by investing in Steaua, would change its status and destiny? Miruta did not answer such questions.
Despite the fact that 6 months have passed since his appointment to MApN and almost one since he publicly stated that there is no shortage of those willing to invest in CSA and, implicitly, allow him access to the Super League, he did not go into details. What happened to them?, are the negotiations with them continuing?, what are the chances that the negotiations will materialize and when?, all these questions remained in the air.
I wouldn't want to be misunderstood. I do not doubt the sincerity of the Minister of Defense nor his good intentions. Being forgiven, I don't have confidence, I lost it along the way, in the politicians' speeches, and I expect from them, including Radu Miruță, concrete actions, not elaborate words. Facts, not promises.
If he had enough time to cut the CSA budget by 30%, “we cut the waste from the budget” (RM), he can find and say what progress he has made with regard to the privatization of the CSA, what prospects there are in this direction. And to what extent did he understand, unlike his predecessors, that no one from the outside will come to put money into Steaua, but that the decisions will be made by the MApN.
For now, the minister has not found time for that either. Maybe next time, although in today's tense context, it can be assumed that he doesn't really like football. Let history not repeat itself and Steaua wake up again in the situation to find that it is too late to be able to promote. Basically, let's hear the same fairy tale to put the children to sleep.
