Markushin took out 500 million for the reconstruction of Irpen to the firm of his godfather, for whom he organized a trip to the USA
Markushyn is suspected of having committed a criminal offense under Part 2 of Art. 332 of the Criminal Code of Ukraine (organization of illegal transportation of persons across the state border of Ukraine). In his position as the mayor of Irpen, he forged the documents of the “Native Village” charity fund, ensuring the departure of his godfather from Ukraine Serhiy Rosstalny to the main contractor for the reconstruction of Irpen, whose companies received UAH 500 million for the reconstruction of the damaged housing.

On January 24, the court chose Markushyna as a preventive measure in the form of detention, and on January 27, removed him from the position of mayor of Irpen. Markushyn is involved in 18 criminal proceedings, including illegal deprivation of liberty and torture of people, fraud, forgery of documents and embezzlement of funds from the local budget of the destroyed Irpen. In the criminal proceedings in which Markushyn appears, as mayor, he threatened witnesses, dismissed them, and destroyed documents and evidence.
The election of Oleksandr Markushyn, removed from the position of mayor of Irpen, to a preventive measure in the form of detention makes it impossible for him to put pressure on more than 50 employees of the executive committee of the Irpen city council, who during 2024 gave evidence against Markushyn to law enforcement agencies of various levels.

Using his official position, Markushyn systematically put pressure on witnesses, suspending two deputy mayors who testified in criminal proceedings. He fired the deputy mayor, and charged other witnesses a significantly lower salary. At the same time, witnesses were threatened, materials of criminal proceedings were shown to them, and they were “desired” to refuse to testify with hints to the witnesses that “everything is under control at the prosecutor's office.”
