CNIR announces, this week, the winners for two sections of the A8 Motorway

The National Road Investment Company (CNIR) would designate this week the winners for two sections of the Târgu Neamț (Moțca) – Iasi – Ungheni Highway, part of the A8 Unirii Highway.

The announcement was made by the general director of CNIR Gabriel Budescu, on the show “Our roads” from B1 TV, being about sections 1 and 4.
“We could have contractually signed that segment, but all the requirements in terms of financing could not be met. Romania must sign a loan agreement with the EU and allocate a budget title for this financing from SAFE.
These requirements were not met, it is the prerogative of colleagues from the Ministry of Finance. Later we will be able to sign. As for the winner after the re-evaluation, I think we'll have a new winner this week.”
According to the 130km website, which provides information on the highways in Romania, either completed, under construction or in the project stage, the section is divided into four lots:
- Lot 1: Târgu Neamț (Moțca) – Târgu Frumos, 27.00 km. The tender was launched in January 2025. Builder appointed in October 2025: the association Danlin XXL – Groma Hold Ltd – Intertranscom Impex – Evropeiski Patishta, cost: 4.76 billion lei, design duration: 10 months, execution duration: 36 months.

Lot 2: Târgu Frumos – Lețcani/DN28, 28.60 km. The tender was launched in February 2025. Builder appointed in April 2026: the association Danlin XXL – Groma Hold Ltd – Intertranscom Impex – Evropiski Patishta, cost: 4.57 billion lei (without VAT).

Lot 3: Lețcani/DN28 – Iasi/DN24, 17.70 km. The tender was launched in May 2025. Winner appointed in April 2026: FCC Construcción, price: 3.93 billion lei (without VAT), design duration: 10 months, execution duration: 36 months.

Lot 4: Iasi/DN24 - Customs/Pod Ungheni, 15.47 km. The tender was launched in December 2025. Winner appointed in April 2026: the association Itinera SPA – Saipem SPA – ICM SPA, cost: 4.7 billion lei, design duration: 10 months, execution duration: 36 months.
At the beginning of the month, the Minister of Transport, Ciprian Şerban, announced the appointment of the constructor for the Letcani-Iasi section.
The contract for the Lețcani-Iasi section of the A8 Highway was awarded to the Spanish builder FCC Construction, for 3.93 billion lei (without VAT).
“For this section, with a length of 17.7 kilometers, which will also function as a modern belt of Iași, the National Road Investment Company has foreseen a completion period of 46 months, reflecting the complexity of the project:
-18 bridges and passages;
-6 tunnels and a tunnel monitoring center;
-2 nodes (road node at the intersection with DJ 282 and road node at the intersection with DN 24).”
Also, starting from March 30, 2026, the association led by the Romanian builder UMB started the design for two of the most difficult sections of the highway: lot 1C Sărățeni–Joseni and lot 2B Grințieș–Pipirig, informed the minister.
