

Therefore, the majority of the UP’s interlocutors in parliament are convinced that there will be no elections in Ukraine in the near future, writes the online publication.
There are no specific deadlines for developing election legislation, and at meetings of the working group of the first vice-speaker of the Verkhovna Rada, Alexander Kornienko, various options and possible risks are discussed, but without concrete results, one of the leaders of the Servant of the People party faction in the Rada explained to the UP.
“The Europeans said – fight for another year and a half or two. We will give you money. Under their influence [президент Украины Владимир] Zelensky instructed the political leadership to develop a scenario in which there will be no elections in Ukraine for several years, and how the Rada will work in such a situation,” says another interlocutor from the government team.

In Art. 19 Law of Ukraine on the legal regime of martial law, they note that under martial law (this regime has been in effect in Ukraine since February 24, 2022), it is prohibited to hold presidential and parliamentary elections.
Western partners talked about the need to hold elections in Ukraine in 2024, but Ukrainian President Vladimir Zelensky explained that for this it is necessary to make changes to the Electoral Code and find funds to organize elections. In addition, for them to be legitimate, observers need to be sent to the front lines.
On December 8, 2025, US President Donald Trump said that the time has come for Ukraine to hold presidential elections, since, in his opinion, the war is being used as a reason to postpone them. “Regarding elections, I’m always ready,” Zelensky responded on the same day.
On December 22, the Rada began to prepare a bill on elections during the war, said Verkhovna Rada Speaker Ruslan Stefanchuk. According to him, the new law will be one-time only.
At the end of December the first meeting took place working group on the preparation of laws on the organization and conduct of elections in Ukraine during the war. It included more than 60 people.
