Romania TV, two new fines from CNA. Audiovisual provisions violated

The National Audiovisual Council (CNA) sanctioned Romania TV on Tuesday, with fines of 10,000 lei and 5,000 lei, for violating the legislation in the field regarding the need to correctly inform the public and the prohibition of the use of abusive language or incitement to violence.

According to a press release, the CNA analyzed in Tuesday's meeting the reports drawn up by the Monitoring Directorate as a result of the self-referral and the notifications received and decided to apply the following sanctions:

– a fine of 10,000 lei to Romania TV, for non-compliance with the provisions of art. 82 para. (1) lit. b) and 84 of the Audiovisual Code, upon the broadcast of the January 21 and 22 editions of the “Climax” show.

Among the headlines displayed by the post, CNA noted: “Bombshell revelations from the committee to seize justice”; “The man infiltrated by resists to make the laws of justice”; “Does Bolojan bribe the families of judges with positions?”; “The explosive document: state money goes to propagandists, how much propaganda is paid to attack and destabilize”.

Also, among the statements of the moderator were: “I present to you a surprising list that reveals how beneficial it is to have an association in Romania and how much money can be made only from income tax. That 3.5% redirected by Romanians through the care of the village. (…) According to this list, the sums that reached associations and foundations only from income tax from 2024 are impressive. Among the names on the list we find media institutions, such as and well-known propaganda offices resist”.

– fine of 5,000 lei to Romania TV station for the show “Romania exclusive” from February 21, broadcast without complying with the provisions of art. 43 para. (5) of the Audiovisual Content Regulation Code, according to which “Moderators, presenters and producers of programs have the obligation not to use and not allow guests to use abusive language or incite violence”.

Among the statements of the guest Dumitru Pelican were found: “Well, Ilie Sărăcie, well, you are the most embarrassing politician that Romania has had! Romania detests you, everyone detests you! Go, me, spinning where the mare takes you and where the mare takes you! That's where you end up, Ilie Sărăcie! (…) I detest him, madam! And the Romanians detest him, madam! It's pathetic. He brought us genocide. (…) Fuck you, traitors of the country! Fuck you, Coldea's people, shoot yourselves!”

Other CNA sanctions

Public summons for the Gold FM radio station, for violating the provisions of art. 15 para. (3) of the Audiovisual Code in the “Golden Hour” show of November 3, 2025 (Audiovisual programs in which behavior inspired by astrology, horoscope, numerology or similar are recommended to the public must be indicated at the beginning of the broadcast by stating: “The information in this program has no scientific basis!”).

In the same meeting, noting the violation of the provisions of art. 3 paragraph (2) from the Audiovisual Law no. 504/2002, as well as the provisions of art. 43 para. (5) of the Audiovisual Code, the Council decided to issue decisions regarding the order to act against illegal content for materials posted and redistributed on the big platforms from Cristian Rizea's accounts (eg spovedanialuirizea, RizeaTV). “The audio-visual materials are included in a series of reports drawn up by the specialized departments as a result of the Council's self-referral”, states CNA.

Provisions of audiovisual legislation:

  • Art. 3 (2) All providers of audiovisual media services have the obligation to provide objective information to the public through the correct presentation of facts and events and to favor the free formation of opinions.
  • Art. 82 (1) By virtue of the public's fundamental right to information, audiovisual media service providers must comply with the following principles: (…) b) information on a subject, fact or event must be correct, verified and presented impartially and in good faith.
  • Art. 84 – (1) In news and debate programs, information on issues of public interest, of a political, economic, social or cultural nature, must ensure impartiality and balance and favor the free formation of opinions, by presenting the main points of view in opposition, during the period when the issues are under public debate.
