Currently, access to free Internet on buses, trams and commuter trains is not available everywhere. Its availability depends on the region and the capabilities of a particular carrier. Parliamentarians say this limits people's ability to use digital services on the go – for example, to work, study or search for information.

In this regard, deputies propose to gradually introduce free Internet throughout the country’s urban and suburban transport. To begin with, they plan to develop a unified federal standard for equipping vehicles with equipment for distributing Wi-Fi.

It is proposed to finance the project in the federal budget as part of digital transformation programs.
