Prime Minister Ilie Bolojan declared, on Digi24, that the reform of special pensions will continue with pensions from the defense system, public order and national security, aiming first at raising the retirement age. Bolojan also intends to regulate the possibility of combining the pension with the salary.

Referring to the CCR decision by which the draft law regulating the magistrates' pension system was declared constitutional, the Prime Minister said that the Government will continue the dialogue with the European Commission so that the 231 million euros withheld from the grants that Romania was supposed to receive are not lost.

Even if Romania did not meet the deadline of November 28, 2025 for the reform of special pensions, Bolojan hopes that the funds for milestone 215 of the PNRR will not be lost.

Asked when we could get a clear answer from Brussels, Bolojan replied: “This could happen in two to three weeks, after the law appears in the Official Gazette. I estimate that at the end of February, the beginning of March…”

Different retirement age

He announced that in March the Government will also draft bills to increase the retirement age for the other categories of special pensions, referring to military pensions, within the MAi, MApN and secret services.

“I believe that for all systems in which retirement is allowed at an age such as 51-52, where the pension is as much as the last salary, things must be corrected not only from the point of view of obvious inequities and which have generated justified dissatisfaction, but also from the point of view of the sustainability of the pension system and a healthy economy. If the retirement age does not increase, we will be in a situation where we will not have anyone to replace them,” said Bolojan.

However, he nuanced how military retirement will be done. He gave the example of categories that, due to the effort required by the difficult working conditions, will still benefit from a faster retirement. In contrast, other categories will work “without problems” until the age of 65.

“The systems will be discussed with the specialists from the ministries. Each year in difficult conditions, additional bonuses should be given, but I cannot comment on the details. A transitional period is needed to avoid shocks in the system, but this is the direction,” said the head of the Executive.

At the same time, the possibility of combining the pension with the salary for the mentioned categories will also be regulated.

“We have the draft prepared and in the coming days you will see it adopted by the Government. According to the model applied to magistrates, in the conditions where a magistrate works after retiring, he can no longer benefit from the full pension, but only from 15% of the pension value. If the current system is valid for magistrates, it would be assumed that it is also valid for the other categories”, explained the Prime Minister.
