Last week, an open appeal was issued by the Phytosanitary Association of Ukraine regarding illegal actions of the Black Sea branch of the Seaports Administration and the latter's attempts to influence business entities that provide fumigation services for export agricultural products.
AMPU, in an official letter, obliged all fumigation companies to undergo an incomprehensible “requalification”, although it does not have any regulatory powers in this area and, by law, must facilitate the work of business in ports.
After the publication of the Association's appeal, the situation took an unexpected turn. The owners of the fumigation companies, which are part of the Association, were threatened by the advisers of the Chairman of the AMPU with threats to completely stop their work if they refused to “negotiate”. At the same time, it was emphasized that in fact the AMPU and ports are not managed by the chairman, heads of branches or directors of state-owned enterprises, but by the office of advisers with a past in law enforcement agencies and maximum powers. Sources in the AMPU itself confirm the existence of such a structure with huge salaries and unclear functions.
Experts assume that this is an attempt to create new pressure schemes on business. If the government does not intervene, agricultural exporters will face not only an increase in fumigation tariffs, but also full monopolization and non-transparent export regulation.
