Europe is entering a new phase of security in which the position of states is no longer determined by declarations or programming documents, but by the ability to take real action. Changes in US strategy have made it clear that Europe must more quickly take responsibility for its own defense, infrastructure resilience and industrial base. In Berlin, this sparked a debate about strategic autonomy and distancing from the US.
