Windmills in Poland. There is an important decision and three winners


On Thursday, the President of the Energy Regulatory Office (URE) published the results of the auction for the right to cover the negative balance for electricity generated in an offshore wind farm and fed into the grid.

The first such auction. An important step in the energy transformation
“The first auction for offshore wind energy in Poland is an event of significant importance on the path of our country's energy transformation.. The fact that it was successfully carried out is a source of satisfaction for me,” summarizes the President of the Energy Regulatory Office, Renata Mroczek.
The maximum total installed electrical capacity of offshore wind farms for which a negative balance right could be granted was 4 GW. Until this year's auction Four producers entered, and three winners were selected.

As a result of the settlement, offshore wind farms will be built with a total installed electrical capacity of 3,435 GW:
- ORLEN Neptun VIII Sp. z o. o. – Baltic East Offshore Wind Farm, with an installed electrical capacity of 900 MW
- Wind Power Plant Baltica 9 Sp. z o. o. – OWF Baltica 9, with an installed electrical capacity of 975 MW
- OWF Bałtyk I SA – OWF Bałtyk I, with an installed electrical capacity of 1,560 MW
Who is behind these wind farms? In the order indicated above: Orlen, PGE Baltica and the consortium of Polenergia (belongs to Dominika Kulczyk) and Equinora.

Auction for offshore wind farms. What prices?
“The offers submitted this year did not exceed the maximum total installed electrical capacity of offshore wind farms available for individual connection sites. In this year's auction, however, the 'competition forcing' rule was applied, according to which the auction is won by participants whose total offers did not exceed 90% of the total installed electrical capacity of offshore wind farms covered by all offers,” reads the ERO press release.
The auction participants agreed to generate and introduce electricity to the grid for the first time within 7 years from the closing date of the auction session.. Once this obligation is fulfilled, the race will begin 25-year support period.
The total estimated amount of electricity that the producers who won the auction plan to produce and introduce to the network in order to obtain the right to cover the negative balance amounted to over 330 TWh.
The price for electricity generated in an offshore wind farm and fed into the grid, which the producers could indicate in the offer, which will be the basis for settling the right to cover the negative balance, could not be higher than the maximum price specified in the regulation of the Minister of Climate and Environment of January 9, 2025.
In the winning bids, the minimum offered price was PLN 476.88/MWh, and the highest was PLN 492.32/MWh.
