On Wednesday, the Council of Ministers adopted a draft act of the Minister of Finance and Economy improving foreign trade in goods of strategic importance, the Ministry of Development and Technology said in a press release.

“The proposed changes provide for the launch of the electronic Tracker 2.0 system, which will enable entrepreneurs and public entities to submit applications for a permit to trade strategic goods abroad, thanks to which the paper circulation will be almost completely reduced,” the release said.

Among the examples of strategic goods, the Ministry of Development indicated armaments (tanks, armored vehicles, machine guns, ammunition) i dual-use products (drones, thermal cameras, numerically controlled machine tools).

“Thanks to the new regulations, entrepreneurs will also be able to submit annual turnover reports required by law online. Moreover, the mandatory documentation storage period will be shortened (5 years instead of 10) and the validity of import certificates will be extended (from 6 to 12 months),” it was written.

“The project adapts national regulations to the EU regulation establishing an EU control system for dual-use items and the directive regarding the minimum depth of marking of firearms and their essential components,” it added.

The most important solutions included in the act:

– entrepreneurs will be able to submit applications for permits to trade in strategic products completely electronically – without the need to print and deliver documents in person;

– the entire process of examining applications, including verification and issuing administrative decisions, will be conducted in the Tracker 2.0 IT system, which will speed up communication between authorities and entrepreneurs;

– the system will maintain a central register of all issued permits, import certificates and end-user declarations, which will increase transparency and facilitate control;

– the mandatory documentation storage period will be shortened (5 years instead of 10); the validity of import certificates will be extended (from 6 to 12 months).

The new regulations are to enter into force 14 days after their announcement in the Journal of Laws. (PAP Business)
