“25 million euros?! And the schools, the roads in the sector?”

The Local Council of Sector 2 approved on December 16, 2025 the co-financing of the new Dinamo Multifunctional Arena, after the decision was adopted with 18 votes in favor and 8 abstentions. Following this decision, Sector 2 will invest approximately 25 million euros in the new stadium.

During the meeting, councilor Marius-Ovidiu Pellegrini, a member of the USR party, challenged the decision, arguing that the 25 million euros that will be invested in the new Dinamo stadium will be taken from the budgets for schools and street rehabilitation. Pellegrini was also puzzled by the fact that Sector 2 was investing for an Interior Ministry objective.

“I have some concerns, so to speak. So we are talking about 25 million euros for a project for a sports point, a fact that already exists managed by the General City Hall, the National Arena.

My question is: Why is Sector 2 investing for a Home Office objective and not the Home Office in the first place. Secondly, we practically take 25 million euros from schools, green spaces, street rehabilitation.

Considering the fact that, I hope and am convinced that the referendum will be implemented in which 700,000 Bucharest residents voted for the budgets from the sectors to be transferred to the General Council, because there is a law in Parliament at this moment and the new general mayor has expressed his point of view that he wants this referendum to be implemented. From that moment, where will you get the money for the Dinamo stadium? From schools, from green spaces, investments, from where?

Because I am convinced that there are many Dynamo supporters in Sector 2, I am convinced that there is an advantage for communication in Sector 2, but not at the expense of the investments I have listed. If we were to ask Dinamo supporters if they would pay 1,000 – 1,500 lei out of their own pocket, I think the answers would be more nuanced. It's easier to spend other people's money“, councilor Marius-Ovidiu Pellegrini said during the meeting.

The official announcement of Sector 2

The Local Council of Sector 2 today approved the co-financing of the new Dinamo Multifunctional Arena, a major sports infrastructure project for Bucharest. The decision was adopted with 18 votes in favor and 8 abstentions.

Through this decision, Sector 2 assumes the role of institutional partner in making the investment, alongside the National Investment Company and the Dinamo Sports Club, allowing the works to start immediately.

The project aims not only to build the arena, but also to open to the public a sports park of approximately 20 hectares, located in the heart of Bucharest, which will be accessible to the residents of Sector 2 and the citizens of Bucharest. The park will include facilities dedicated to mass sports, outdoor movement and recreational activities, helping to improve the quality of life and promote a healthy lifestyle.”

I am glad that today the Local Council of Sector 2 approved the co-financing of the new Dinamo Multifunctional Arena. This decision means that, starting in January, the builder can start demolition work and then construction.

We are talking about a new sports park, of approximately 20 hectares, in the heart of Bucharest, which will be open to all residents of Sector 2. I want the students who study in the sector to have access to both mass sports and performance sports, in a modern and safe environment, at Dinamo.
