The “freezer” dispute. Czarzasty advises the president: Consult the projects in advance

President Karol Nawrocki's consultation of his own draft laws with the Sejm at an early stage of work would improve the legislative process and serve citizens, said Włodzimierz Czarzasty, Speaker of the Sejm, on Saturday in Wrocław.

In Friday's announcement from the Chancellery of the President, referring to the so-called parliamentary freezer, it was indicated that President Karol Nawrocki appealed to the Speaker of the Sejm, Włodzimierz Czarzasty, the ruling parties and all parliamentarians for a reliable, substantive debate on the presented regulations.

Czarzasty along with, among others, Deputy Prime Minister and Minister of Digital Affairs Krzysztof Gawkowski came to Wrocław on Saturday for the elections of the provincial authorities of the New Left. During the press conference, the Speaker of the Sejm expressed surprise at the statement that “there is a parliamentary freezer”. – When I took over office, I heard that there was no freezer in the Sejm, and I had not made any decision yet – said Czarzasty.

The Marshal emphasized that if, according to President Nawrocki, “acts are moving slowly through the Sejm”, then – as he said – this may be the result of the need to carry out further work on them, including supplementing these projects.. – And allow me to use the president's words on this matter. Perhaps, Mr. President, you should consult your own projects with the Sejm at an early stage of work – such action would improve the legislative process and, above all, serve citizens, said Czarzasty.

He added that in his message when he took over as marshal, he promised “calm and distance”. – Therefore, I can tell Mr. President in a really very calm way that if you decided that the establishment of the next National Park could wait 20 years… If you have decided that the appointment of young people to the rank of officers and judges can be postponed indefinitely, I will respond to your yesterday's appeal to me when the time is right. – he said.

Czarzasty also said he would be looking at two counters. – The counter that will display bills vetoed by the president and the counter that will show signed bills. I will take this into account in our cooperation, Mr. President – he added. (PAP)
