A new plan for Ukraine? We know what the European proposal assumes


On the occasion of Saturday's G20 summit in Johannesburg, South Africa, several European leaders prepared a counterproposal to the 28-point US plan. These politicians – as they emphasized – assumed that Washington's initiative was only a “basis that would require further work”.

The group, which included the leaders of the EU, Canada, Italy, France, Britain, Germany and Japan, said it was “concerned about proposed restrictions on Ukraine's armed forces that would expose it to future attacks.”
“We emphasize that the implementation of the European Union and NATO elements of (the plan) would require the consent of EU and NATO member states,” the statement added.
Will Ukraine lose out on the peace plan?
A copy of the draft by European leaders, obtained by the Washington Post, predicts that no restrictions will be imposed on the armed forces of Ukraine. Kiev would also regain control over the Zaporizhia Nuclear Power Plant and the Kakhov Hydroelectric Power Plant, and would also enjoy “unrestricted right of passage” on the Dnieper and would exercise sovereignty over the Kinburn Spit (the westernmost part of the Kinburn Peninsula, separating the mouth of the Dnieper and Bohu Rivers from the Black Sea).
Other territorial disputes — in line with the European proposal – would only be resolved after a ceasefire. According to Reuters, citing a German source who wished to remain anonymous, Europeans sent a draft of a new peace plan to the Ukrainian and American administrations on Saturday.
On Sunday, in Geneva, Switzerland, a meeting of security advisers from the countries forming the informal E3 group – Great Britain, France and Germany – will be held in Geneva, Switzerland, with representatives of Ukraine, the European Union and the United States. The USA will be represented by, among others: by Special Envoy Steve Witkoff and Secretary of State Marco Rubio. According to Reuters, Russia is not to take part in the talks in Geneva, but the US wants to organize a bilateral meeting with the Russian delegation soon.
Axios published the details on Thursday 28-point peace plan for Ukraine, negotiated by the US and Russia. According to it, Kyiv is to undertake, among others: not to join NATO, limiting the number of troops to 600,000. soldiers and giving Russia part of the territory.
