Poland, together with Norway, are the authors of the security architecture of the Baltic Sea, the construction of which is today one of the key tasks of the North Atlantic Alliance, said Deputy Prime Minister and Minister of National Defense Władysław Kosiniak-Kamysz on Thursday in Słupsk.

On Thursday, a conference devoted to the project was held at the Business Incubator in Słupsk, Pomerania “Kashubia – Green Industrial District”in which the head of the Ministry of Defense took part.
Kosiniak-Kamysz assessed that the security of the Baltic Sea is one of NATO's key tasks today, especially in the face of threats from Russia.. He pointed to the growing risk of sabotage, cutting undersea cables, GPS jamming and frequent violations of the airspace of the Alliance countries by Russian drones and planes. He recalled that recently Polish MiG-29s intercepted Russian machines. He noted that Norwegian pilots flying the F-35 also help to protect the Polish sky.
– This is always an element of hybrid war, crossing borders, acts of sabotage that we are dealing with. This shows how dangerous times we live in and how we must build a new security architecture for the Baltic Sea. Together with Norway, we are its authors – he noted.
The minister emphasized the need to build a new security architecture and protect critical infrastructure and wind farms. He also referred to the Baltic declaration and bilateral cooperation between NATO countries in response to Russia's actions.
Kosiniak-Kamysz reminded that the Parliament is debating the “Safe Baltic Sea” Act, which is intended to facilitate the operation of the army and the Border Guard in the Polish exclusive economic zone. He called on the EU and NATO to make decisions faster, stressing that bureaucracy must not undermine security or the economy.
In Słupsk, Kosiniak-Kamysz and Secretary of State at the Ministry of Defense of the Kingdom of Norway, Marte Gerhardsen, signed a joint Baltic declaration prepared on the initiative of the Polish Ministry of National Defense. Earlier, in June this year, the Baltic Sea countries did so – Denmark, Estonia, Finland, Germany, Latvia, Lithuania and Sweden.
The document emphasizes the importance of the Baltic Sea for the countries of the region. Defense ministers declare that they take existing threats seriously and will take action to reduce them. In particular, the declaration concerns regional cooperation and within NATO and the EU aimed at increasing security in the Baltic Sea and promoting the Baltic Sea topic in the forums of international organizations.
During the conference, which was attended by members of parliament, regional authorities and entrepreneurs, local government officials from the Słupsk, Wejherowo poviats and the city of Rumia signed letters of intent with the Norwegian investor, the Kongsberg group, regarding cooperation under the “Kaszubia – Green Industrial District” project.
It is in these local governments that the company, under a government contract, wants to buy land with a total area of approx. 200,000 m2. m and build factories producing medium-caliber turrets and unmanned marine vehicles in two locations. The estimated cost of the investment, which would start in 2026 and obtain permits and licenses for operation by 2028, is approximately PLN 200-250 million.
The Deputy Prime Minister emphasized on Thursday that Kashubia is the first strategic, regional project combining the economy – green, modern – with investment in the security of Poland and Europe.
– Economy and security meet in Słupsk. (…) Kashubia is based on the availability of energy and the region's strength in terms of human and economic resources, noted Kosiniak-Kamysz.
“Kaszubia – Green Industrial District” is a project whose aim is to develop industry, energy and critical infrastructure in the Pomeranian, West Pomeranian and Kuyavian-Pomeranian Voivodeships. It assumes strengthening the country's defense capabilities through the integration of modern technologies with the construction of an industrial and logistic base for state security. Kashubia takes into account decarbonization and energy transformation to increase Poland's strategic resilience and competitiveness in the international arena. (PAP)
