The Romanian Car Registry (RAR) recommends buying a car only after the seller has obtained the Vehicle Identity Card.

RAR announced on Tuesday that it has started an information and control action at the national level, with the object of checking how the economic operators who make available used (second-hand) vehicles on the market comply with the provisions of the Emergency Ordinance regarding the homologation, the issuance of the vehicle identity card (CIV) and the certification of the authenticity of road vehicles.

In the last period, RAR says that it has registered quite a lot of notifications regarding the sale of used vehicles for which no CIV was issued. As a proactive thematic action, checks will be made on all economic operators who make available used vehicles. Specifically, it is checked whether legal entities that sell used vehicles offer buyers CIV, as required by law, the institution stated, according to Agerpres.

Thus, in accordance with art. 10 para. (5) of OG 78/2000, “upon alienation of the road vehicle, its last owner has the obligation to transmit the vehicle's identity card to the acquirer”.

RAR emphasizes that the purpose of these controls is to ensure compliance with the legislation in force and to protect consumers who purchase the respective vehicles, previously registered or registered in other states.

Through this information and control campaign, RAR also aims to increase transparency on the used vehicle market, to inform consumers correctly and to strengthen commercial discipline in the field.

Through these actions, RAR aims to prevent some situations such as those in which the buyer is sold a vehicle without a CIV, with the promise that he can later obtain this document from RAR. However, if the vehicle presents changes compared to the homologated configuration, technical non-conformities and/or the necessary documents for the CIV release are missing, the seller excludes himself from any liability, placing the full responsibility on the buyer, who is thus in an unfavorable situation, having to bear additional costs for bringing the vehicle back into compliance or even the impossibility of using it.

“When you buy a used vehicle, don't take the risks from its history! Buy the car only after the seller has obtained the vehicle's identity card – CIV from the RA Romanian Auto Registry. The one who disposes of the vehicle has this legal obligation, and the new owner has the right to receive the CIV from the one to whom he gives the money. Otherwise, the dealer is breaking the law, and the buyer risks acquiring a vehicle that he does not will be able to register or register it or that will bring unforeseen expenses”, RAR representatives warn.
