“Together we have developed a specific plan by the end of this year. Firstly, we will do everything to ensure that Russian oil and gas are removed from global markets […] We are defunding the Russian war machine and I encourage others to take the same steps to go further and reduce their dependence,” Starmer said.
He also called on third countries to stop purchasing Russian energy resources.
The second point Starmer named was the unlocking of “billions” of Russian frozen sovereign assets to finance the defense of Ukraine.
“The bill for the destruction of the Russian Federation in Ukraine must be paid by Russia,” the British Prime Minister said.
Starmer also noted the need to strengthen Ukraine’s air defense forces to protect its population and energy infrastructure.
“I announced today that we are accelerating our UK program to supply Ukraine with more than 5,000 light multi-purpose missiles,” said the head of the United Kingdom government.
The fourth point Starmer named was the continuation of military pressure on Putin through the supply of long-range weapons to Ukraine.
“Finally, we will continue our work on security guarantees, including a multinational force in Ukraine, to ensure sustainable and lasting peace,” the British prime minister concluded.
Context
On March 2, Starmer said Britain, France and Ukraine had committed to working together on a peace deal and had formed a “coalition of the willing.” As part of this initiative, troops from a number of European and NATO countries can be sent to Ukraine as peacekeepers in order to keep the aggressor country of the Russian Federation from rearming and re-attacking in the future.
Following a summit of European leaders with US President Donald Trump in Washington on August 18, US and European officials began to develop a proposal providing security guarantees for Ukraine. A working group was created, which included advisers to the leaders of countries on national security issues, and was headed by US Secretary of State Marco Rubio. Among the scenarios that, according to media reports, this group is considering is sending a military contingent to Ukraine within the framework of guarantees.
On October 24, the next meeting of the “coalition of the willing” was held in London. President of Ukraine Vladimir Zelensky took part in it.
French President Emmanuel Macron addressed the meeting participants via video link. He called the October 22 U.S. sanctions against Russian oil majors Rosneft and Lukoil a “turning point,” and also announced that France would transfer SAMP/T air defense missiles and additional Mirage fighter jets to Ukraine “in the coming days.”
