The Legislative Assembly of the Krasnoyarsk Territory agreed on the autumn budget adjustment

In the Krasnoyarsk Territory, the Legislative Assembly approved the autumn budget adjustment.
Deputy Prime Minister and Minister of Finance of the region Vladimir Bakhar noted that the autumn budget adjustment is based on an analysis of its execution over nine months.
“We carried out a detailed assessment of the use of funds, clarified the volume of funding in priority areas and took into account forecasts for revenue receipts by the end of the year, including taking into account information from the largest taxpayers and the volume of federal co-financing. Today, the regional budget is being executed stably and without a deficit. All accepted obligations are fully financed. Thanks to the stable receipt of income and a positive forecast for the remaining period, we can increase both the revenue and expenditure parts of the budget, including from our own sources,” noted Vladimir Bakhar.
As a result of the adjustment, regional budget revenues in 2025 will amount to 452.1 billion rubles, expenses – 502.9 billion rubles. The budget deficit has been reduced by almost 34 billion rubles and will amount to 50.8 billion rubles.
Chairman of the Parliamentary Committee on Economics and Tax Policy Egor Vasiliev recalled that the autumn adjustment is an opportunity to bring the budget into line with execution in nine months. At the moment, the budget is being executed without a deficit, revenues are growing, and key sources such as income tax and personal income tax remain at the same level.
“As for expenses, inflationary processes are quite serious in Russia, and almost all expenses of this autumn adjustment are adjustments due to rising prices during the year. This applies to all sectors of the economy and social sectors. Roads, energy are a plus everywhere. The Krasnoyarsk Territory can afford to bring expenses into line in such a way that everything that is planned can be realized,” noted Egor Vasiliev.
He noted that the region will recapitalize the government's reserve fund. 17 billion rubles were received in income from deposits. This is a direct consequence of the financial economic policies of past years, when the region accumulated reserves.
“Many people criticized this decision and suggested spending these funds. Now the time has come when we get a plus that completely covers, for example, the rise in prices in healthcare and drug supply. This is evidence that the chosen economic and financial policy has justified itself,” explained the chairman of the committee.
Chairman of the Legislative Assembly Alexey Dodatko emphasized: in a difficult economic and financial situation, the budget of the Krasnoyarsk Territory not only remains stable, but also increases its volumes. The budget takes into account additional income, which allows for increased social spending. In particular, a significant amount will go towards the additional purchase of subsidized drugs. Funds are also used to finance the housing and communal services system – in particular, to compensate for part of the utility tariffs covered by the region. Municipalities will receive additional assistance for the implementation of their projects – for construction, landscaping and other programs that require increased funding.
“Overall, the committees have done a solid job as part of this adjustment. It precedes further work – already taking into account the identified facts, including the provision of medicines, it is important to understand with what parameters we will approach the formation of the budget for the next year. In this regard, the unanimous adoption of the budget adjustment by all factions of the regional parliament speaks about the quality of the decisions made and, I hope, about the mood of the deputies to work on the draft budget for next year,” noted Alexey Dodatko.
