The State Law Bureau will appear in the Krasnoyarsk Territory. The corresponding bill was submitted to the Legislative Assembly of the region.
An order to increase the availability and quality of free legal assistance for residents was given by the President of Russia. The bureau will be created in the form of a state state institution. It will coordinate the activities of legal assistance, attract specialists and organize legal assistance to the most vulnerable categories of citizens – disabled people, pensioners, families with children, participants in their own and other preferential groups.
A feature of the model will be the unification of the efforts of state lawyers and lawyers. The bureau will attract practicing lawyers under contracts, increasing the coverage of the recipients of the service. Today, there are more than 700 lawyers in the region, but only about 30 of them participate in the free legal assistance system annually.
The financing of the activities of the bureau will take on the regional budget. In the Law “On Free Legal Aid in the Krasnoyarsk Territory”, parliamentary deputies will amend the procedure for the interaction of the system participants, the main areas of work and mechanisms.
According to the Ministry of Justice of Russia, in 62 constituent entities of the Russian Federation similar structures are already operating, and in 40 regions a “mixed model”, combining the work of the bureau and lawyers, successfully operates. It is this approach that allows you to achieve high efficiency.
Vladimir Chashchin, chairman of the budget, state property and protection of the rights of citizens' rights, noted that the creation of the State Law Bureau directly responds to a request from citizens about affordable and high -quality legal assistance.
“Thus, we are forming a center for coordination of the entire system of free legal assistance in the region. Of particular importance is the “mixed model”, in which the state takes on organizational and methodological functions, and practicing lawyers are involved in the provision of services. Bureau will be financed at the expense of the regional budget, which guarantees stability and accountability, ”the parliamentarian explained.
The bill will be considered in the autumn session.
