How many pensioners receive social allowance in Romania. The average amount received

The total number of the beneficiaries of social allowance for pensioners was, in July 2025, of 892,076 persons, of which 835,389 were pensioners from the public system, and 56,687 pensioners from the former pension system, according to data centralized by the National Public Pensions (CNPP) and quoted by the Agency.

In the case of pensioners in the public system, the average value of the allowance incurred from the state budget was 536 lei. The highest values were registered in the counties: Maramureş (626 lei), Hunedoara (602 lei), Bistriţa-Năsăud (596 lei), Prahova (593 lei) and Cluj (592 lei).

Most beneficiaries of this allowance were in Bucharest, respectively 39,150, and in Suceava counties (35,015 pensioners), Iasi (31,386), Dolj (29,932) and Prahova (28,017).

Regarding the farmers, the average social allowance supported from the state budget was 353 lei, the highest value being registered in Ilfov (481 lei), Hunedoara (460 lei) and in sectors 2 and 5 of the Capital (448 lei, respectively 431 lei).

According to the quoted source, the largest number of beneficiaries among the farmers were registered in Iasi county (5,539 persons), followed by Botosani counties (5.167), Olt (4,238) Suceava (3,429) and Vaslui (2,983).

The CNPP states that the beneficiaries of the public pension system, whose revenues from pensions and allowances, cumulated, are below the value of 1,281 lei, collect this amount monthly, called “social allowance for pensioners”, according to the provisions of Law no. 196/2009, with the subsequent modifications and completions.
