The head of the Prime Minister's Chancellery, Mihai Jurca, asked the institutions subordinated to the government a series of data for reorganizing them, through a document transmitted on Thursday and obtained by Hotnews. According to the document, the date by which the reorganization from the Government institutions must be done – which will also involve redundancies – is September 15, 2025.

The document signed by Mihai Jurca was transmitted to 13 institutions, including the State Secretariat for Cults, the National Anti-Doping Agency, the Institute for Communisum Crimes and the memory of the Romanian exile (IICCMER) and RA-APPS.

“Pursuant to the request of Prime Minister Ilie Bolojan regarding the reduction of operating expenses and increasing the efficiency of public institutions, we ask you to present, at the meeting that will be scheduled, the data and proposals necessary to set up the reorganization process,” the document obtained by HotNews shows.

The report of each institution must reach “in detail” 9 points:

  • the legal situation of the headquarters;
  • organizational structure;
  • States of functions:
  • performance indicators;
  • the budgetary expenses of 2025 detailed by categories;
  • possible measures to reduce expenses;
  • digitization measures;
  • Investments in progress;
  • concrete proposals for structural reform.

Until Tuesday, August 19th, institutions must send all this information to the Prime Minister's Chancellery. Subsequently, between 20 and 22 August there will be meetings “which will be scheduled for the presentation and analysis of the data). On August 25 and 26, the conclusions will be drawn and then, until September 15, the” resulting normative acts “must be adopted – that is, the changes at the current structures, according to the document signed by Mihai Jurca.

Ilie Bolojan: Employees who will be expelled will not receive compensatory salaries

Prime Minister Ilie Bolojan spoke on Wednesday night at Digi24 about the reorganizations that will take place in the next period, after Wednesday the prime minister met with the heads of 36 institutions subordinated to the Government.

Asked what will happen to the employees of the Government or the subordinated institutions that will be available, if they will receive compensatory salaries, Prime Minister Bolojan said that: “From these systems there are no collective labor contracts that mean compensatory payments.”

The employees of the Government claim that the measure is a “hasty” and “devoid of foundation”

In a press release, the National Federation of Administration Trade Unions (FSI) said on Thursday that “the decision announced by Prime Minister Ilie Bolojan-by which the heads of institutions have only one week to draw up the lists with those who are to be fired-represents a hasty measure”.

They also say that such an approach could destabilize the functioning of the state and could leave thousands of families without support.

The FSI also asks the Government that by August 22, it will submit public:

  • Analysis of economic, social and administrative impact that underlies the reduction of personnel;
  • List of objective criteria for selection of the targeted posts;
  • The complete plan for reorganizing the central institutions, with the guarantee of the continuity of the services to the citizens;
  • Compensatory measures for affected employees (allowances, professional conversion, relocation to vacancies);
  • Stage calendar of the reform, with the permanent consultation of the social partners.
