Discrimination and distortion of competition: ports of Odessa and the Black Sea complained.
They stated that Ukrzaliznytsia has set unequal conditions for different ports, and this has signs of abuse of a monopoly position, limits competition and contradicts the principles of equal access to infrastructure.
The essence of the problem is that all three ports – South, Odesa and Chernomorsk – are located nearby. But Ukrzaliznytsya deliberately makes longer rail routes to Odessa and the Black Sea, and thus artificially healthy transportation.
As a result, exporters have already begun to abandon the services of these ports, operators say. And this in fact means that the UZ artificially created unequal competitive conditions, which is a clear sign of abuse of monopoly position.
