The Superior Council of Magistracy (CSM) sent on Monday, June 30, that the number of newly-treated files in the courts has increased in recent years and is managed, under the conditions of a deficit of approximately. In 2024, 2,500,002 newly entered files were registered.

“Thus, if in 2020 1,902,866 files were registered, in 2024 2,500.002 new files were registered before the Romanian courts, the percentage increase being 31.38%, given that the personnel schemes did not increase proportional to the number of newly entered files,” transmits CSM.

Also, the SCM adds that the huge volume of files was managed at the end of the year under a deficit of judges of about 17%. To this number of files add the stock of files already on the role.

“The most” crowded “courts from the point of view of the number of cases to be solved in 2024, with the reporting of the volume of activity to the court personnel scheme, are:

The court – the charging of files on the scheme

Urziceni Court – 2209

Segarcea Court – 2011

Bolintin Vale Court – 1955

Beclean Court – 1941

Cornetu Court – 1887

Buftea Court – 1883

Rupea Court – 1858

Luduș Court – 1821

Oltenita Court – 1795

Sânnicolaul Mare District Court – 1790 ”also reports CSM.

Last but not least, the institution states that this growth has “A direct impact on citizens: justice is made within a longer time as a result of objective factors.”

“The accelerated increase of the number of new files entered in the Romanian courts, by over 31% in a single year, under the conditions of a significant deficit of judges, has a direct impact on the citizens: justice is made within a longer term as a result of objective factors, and the actual access to an act of fair justice can be affected.

Such pressure on the judicial system not only generates delays in solving the cases, but erodes public confidence in the state's ability to protect the rights and interests of citizens, deeply affecting the good functioning of the society ”, concludes CSM.

CSM warns that government -proposed measures may seriously affect justice functioning

On June 27, CSM warned that a general meeting of judges and prosecutors will be convened on Monday, during which the firm request addressed to the political factors will be discussed to respect the stability of the status of judges and prosecutors.

The SCM had announced that the status of judges and prosecutors is put back into public discussion, while the real issues in the justice system are ignored.

CSM representatives point out that the measures proposed in the governance program can seriously affect the functioning of justice, stressing that the judicial authority is a power of the state and must be treated as such.

The magistrates say that they are constantly stigmatized in the public space and that the level of pay and the retirement conditions must be in line with the European standards, with the decisions of the Constitutional Court and with the realities of the work they do: high volume, high complexity, professional restrictions.
