In the village of Bijan, the Jewish Autonomous Region, Ivan Stepanovich Kolobov, a master of communications, an honorary citizen of the EAO, was born.

Ivan Stepanovich worked as the head of the Amurzet communications unit, the director of the Amurzet branch of JSC “Telephone Company”.

Under his leadership in the Oktyabrsky district, automatic telephone stations were installed. In the only region of the region, the connecting lines between the ATC are organized along cable communication lines, 75% are digital. To satisfy the sharply increased demand for international telephone conversations with China in the village of Amurzet, a border transition of power supply was introduced.

Ivan Stepanovich took an active part in public life, was elected for ten in a row for a people's assessor of the regional court.

Based on the Decree of the Legislative Assembly of the Jewish Autonomous Region dated 02.26.1997 No. 18, I. Kolobov was awarded the title “Honorary Citizen of the Jewish Autonomous Region”.

I. S. Kolobov was awarded the medals “For Labor Distinction”, “For Valiant Labor in the Great Patriotic War of 1941–1945”, “Veteran of Labor”, he was awarded the title “Master of Communications”.

In October 2001, Ivan Stepanovich passed away. A commemorative board was installed on the house where he lived.

In the premises of the music school, the city Olympiad of children's creativity was held (6+), which was a report on children's amateur performances. The first participants in the circle of the Birobidzhan Jewish school No. 2 were the first to perform, they showed installation on the heroic exploits of the Red Army, composed of songs and poems about the war. The bureau of the regional party committee considered the issue of measures to prepare for the reception of the second group of immigrants from the Vinnitsa region of the Ukrainian SSR. Specific measures have been developed for the reception, arrangement and placement of arriving immigrants.
