Putin is preparing for a protracted war with Ukraine and NATO. ISW called signs in ISW


The illegitimate resident of Russia Vladimir Putin signed a decree on May 30, allowing the Russian government to deprive the rights of shareholders of defense industry in case of non-fulfillment by the enterprise of state defense orders during martial law. It allows the Ministry of Industry and Trade of the Russian Federation to remove the owners of defense enterprises if they do not perform state orders, and instead of them to appoint management companies. The document is subject to companies that engage in aviation, shipbuilding, defense products, as well as state contractors.

Experts note that in this way Putin is probably establishing legal conditions that allow the Russian government to requisition elements of the Russian economy and military-industrial enterprises if the Kremlin introduces full martial law with the aim of transferring the country to completely military rails.

“The Kremlin is preparing Russian society and the economy for a protracted war in Ukraine, which indicates that Russia is not interested in conscientious negotiations to achieve a diplomatic settlement of its war in Ukraine,” the report said.

Context

The aggressor of the Russian Federation has been waging war against Ukraine since 2014. Russian invaders occupied Crimea, units of Donetsk, Lugansk, Zaporizhzhya, Kherson and Kharkov regions. Also, under the Russian occupation, there was a Kinburn braid located in the Nikolaev region.

In March, the United States invited Ukraine and Russia to establish a 30-day unconditional ceasefire along the entire front line. Ukraine immediately agreed that Russia reinshes all these months and puts forward additional conditions.

Instead of an immediate ceasefire, the Russian Federation proposed negotiations in Istanbul. The first round took place on May 16, these were the first direct negotiations between Ukraine and the Russian Federation in three years. President of Ukraine Volodymyr Zelensky said that the Russian delegation arrived in Istanbul is a “very low level”. Sibiga said that the Russian delegation in the negotiations does not have sufficient authority to discuss the ceasefire.

Until the next meeting, the parties agreed to develop proposals regarding the truce. On May 28, the Ukrainian side stated that it handed over the Russian version of the document, and accused the Russian Federation of delaying negotiations. On the same day, the Russian Federation stated that they were ready to show their “memorandum” at a meeting in Istanbul on June 2. The Ukrainian side noted that she wants to see the document before the meeting in order to prepare for it. Zelensky said that Russia is doing everything so that the next meeting of the delegations would not have a result.
