In addition to the taxes and taxes established by the state, they are obliged to pay an additional commission to the national federations. In the context in which the economic situation of organized sports clubs is precarious, the payment of this commission emphasizes the financial difficulties, many of them being at the limit of insolvency. For sports clubs organized as private commercial companies, the situation is even more difficult. Instead of fully using the transfer amounts for the payment of debts to creditors, they are obliged to pay a part of the federation, their situation becoming even more burdensome.

What will the “rule 5+6” look like next season will look

In the 2025-2026 season, FRF set out to bring more Romanian players to the Romanian football elite. FRF president, Răzvan Burleanu, announced that the teams that will not comply with the rule will have to pay an expensive sanction of 150,000 euros. How will rule 5+6:

• to be 5 Romanian players on the field, including a U21 player, throughout the match;

• If there are three Romanian U21 players throughout the match, the others can be foreigners;

• If there are two U21 players on the field, there must be minimum two other Romanians (considered to be formed at national level);

• If you remove an U21 player in the last two cases and do not replace them with U21 players, two other Romanians must be introduced.
