“We talked to the President of the United States, with Donald Trump, about our readiness to conclude an agreement – we talked at the meeting in the Vatican. In fact, we now have the first result of the meeting in the Vatican, which makes them really historic. We are eagerly waiting for other results of our conversation,” said Zelnski in the Telegram.
The president explained that during the preparation the contract had changed significantly. “Now it is a really equal agreement that creates an opportunity to invest in Ukraine – quite significant – and also for significant modernization of production in Ukraine and, not less important, for the modernization of legal practices in our country” – he said.
There will be a reconstruction fund
According to Zelanski, there is no debt in the contract, and a fund is created – the Reconstruction Fund – which will invest in Ukraine and earn there. “It is a common effort with America and on honest conditions, when both the Ukrainian state and the United States that help us defend, can earn money in partnership,” he said.
The president announced that the contract was signed and would be sent to the Supreme Council of Ukraine for ratification. He noted that Ukraine is interested in assuring that there will be no delays in the performance of the contract.

Deputy Oleksij Honczarenko informed that on Friday, Prime Minister Denys Szmyhal will present a report on the contract between the United States and Ukraine regarding minerals at the plenary session of the Supreme Council. “The Council voted that tomorrow there would be a speech of Szmyhala with a report on the signed contract with the USA on mineral resources,” wrote Honczarenko in a telegram.
Earlier on Wednesday, the US Ministry of Finance announced that the United States and Ukraine signed an economic partnership agreement and the creation of the American-Ukrainian Investment Fund for reconstruction. It is a signal for Russia that the US is obliged to peace based on free and sovereign Ukraine – said the head of the Ministry Scott Bessent.
The signing of the contract was also confirmed by Deputy Prime Minister of Ukraine and the Minister of Economy Julia Swyrydenko. As she wrote on platform X, both the US and Ukraine, they are to make payments to the fund equally, and in the case of the USA as a contribution to the fund the value of future military assistance will count. On the Ukrainian side, the fund is to be powered in the form of 50 percent. revenues to the state budget from the operation of new raw materials.
