Nicușor Dan says that, once he became mayor and seeing the “complexity of the administrative act”, he understood that it is necessary for the City Hall to contract law companies, a practice that he criticized as long as the mayor of the capital was Gabriela Firea.
Nicușor Dan made these statements in a press conference on Wednesday, after the influence of Vlad Mercori accused of not organizing tenders for the law firm that will represent the City Hall in different processes.
“From four to four years the City Hall organizes a tender in a procedure called a framework agreement. This means that you contract a number of companies you are committed to working for a fixed period, in this case four years.
He says that the same type of auction takes place for repair of streets, for example.
“You do not make a new contract for each street that appears, you make a so-called framework agreement by which you contract a number of companies and every work that appears you do a mini-city, generally on the lowest price,” he detailed.
“You cannot defend yourself convincingly with civil servants in files with large stakes”
Nicușor Dan said that this is the way the City Hall of the capital “for at least 15 years” works: “In 2022 we did such a tender, for four years. More companies participated, we selected six, as in the specifications.”
A journalist present at the press conference told Nicușor Dan that in the mandate of Gabriele Firea he attacks in court the conclusion of contracts with law firm, and now he has come to conclude such contracts. She asked the mayor why she appealed in court in the past the contracts concluded by Gabriela Firea.
“Because I was in different positions and because now I am wiser than I was then,” was the short answer by Nicușor Dan.

“Yes, now seeing the complexity of the administrative act I realize that it is not possible to have a structure of civil servants, who, repeat, have several thousand files, you cannot defend yourself in some files with big stakes,” Nicușor Dan replied.
Among other accusations to Nicușor Dan in the public space are the fact that the City Hall paid the law firms for 11 million euros.
“Regarding the sum of 11 million euros I want to inform you that only in a dispute that I earned about a month and a half ago the City Hall was exempted from the payment to a private amount of 60 million lei. And there are several hundred files that have between 10 and 100 million lei. Obviously, for such files, it is important to work with such specialists, Many are blocked on the lawsuit of Law 10 and the others have a representation in court sometimes 4-5 files per day ”, said Nicușor Dan.
