FCU “Rostrassmodernization” entered into a contract for 4.14 billion rubles with JSC “PromStroyService”. The price of the contract was determined for the entire term of work, but the reconstruction practically did not budge.
Checking the prosecutor's office showed that PromStroyService withdrew money Through fictitious transactions, concluding subcontracts with various firms, individuals and individual entrepreneurs, who did not do any work.
At the same time, the founder of at least two companies with which the contractor concluded transactions is the same person – Muhamed Shuguev.
The reconstruction was supposed to be completed last year. The investigation believes that in the actions of PromstroServis there are signs of fraud on an especially large scale.
