Paulina Hennig-Kloska about Energy: Safety requires cooperation

On Friday, April 4, by 233 MPs The Sejm rejected Application of PiS clubs and the Confederation regarding the rejection of the amendment to the Act on investments in wind farms (popularly called the distance or windmill act). The project will now be worked on the Energy, Climate and State Asset Commission and the Infrastructure Committee.
Paulina Hennig-Kloska, head of the Ministry of Climate and Environment (MKiŚ) spoke about the long-awaited act and other activities in the area of energy during the press meeting on the same day. The minister emphasized the need supra -party cooperation for energy security and maintaining the continuity of key ventures in this field.
– We exchange some of the paper investments for real, others continue. Our possible successors should do it too – said the government representative, adding that the implemented investments eliminate the so -called power gap (deficiency of electricity production capacity – editor's note) and ensure Poland with energy security based on a new, low -emission mix.

“We need warehouses to stabilize the system”
Among the actions taken, Hennig-Kloska mentioned the launch of the Energy Support Fund, which distributes funds from the national reconstruction plan to modernize the network. As reported by the minister, the signed contracts amounted to the sum PLN 30 billionand their greatest beneficiaries are distribution companies PGE, Tauron and Energa.
– We want to build 88 thousand km new power networksmodernize 60,000 km and obtain a reduction in primary energy consumption by 23 million MWh per year. The networks are brake transformation today; We need years to catch up – she said.
In the liquidation of the power gap, according to Hennig-Kloski, the wind farms included in the project in the field of energy and climate will help, and large-scale energy storage are also an important area.
– We need them very much to stabilize the system. Today, another form of support for their construction is starting in the power market – said the minister, talking about the recruitment of applications started on April 4, in the program of the National Fund for Environmental Protection and Water Management. – Let me remind you that PGE has already planned construction 85 energy warehouses with a total capacity of 17.2 thousand MWHand contracted as part of the power market are more – she added.

Education for prosumers
In addition to larger installations created for the needs of the network by operators of dystruby systems, Hennig-Kloska also talked about magazines for prosumers offered as part of the My electricity program. As for this group, MKiŚ plans to carry out educational campaignwhich will show how to effectively manage the production and energy consumption in the Net-Billing system.
Apart from the distance act, the so -called network actwhich is to facilitate the attachment of new sources; Currently, her project is subject to public consultations.
– We are also working on the future power market After 2030 We want to start a discussion on this subject as part of the Economic Committee of the Council of Ministers. We also analyze the comments after the consultation of the Act facilitating investments in sea wind farms – the minister continued.
The last of the legal acts is also to implement an important tool required by the EU Red III directive – the so -called Areas of accelerated development of renewable energyat which permits for new installations will last no longer than 12 months.
500 m European standard
Referring to the distance act again, the politician drew attention to the relatively small scale of the development of land wind energy in Poland, which remains behind analogous sectors in countries such as Germany, France, Spain, Italy, Italy or Turkey or Sweden. She also emphasized that the key to the new act 500 m of installation distance from buildings is used in many EU Member States.
– We return to normality and European standards She said. – Let's also remember that 500 m is a minimum; Specific decisions will be made by municipalities, and we will certainly not withdraw from consultation with neighboring municipalities. All residents will have the right to comment – the minister added
. Among the potential benefits that local communities can offer wind farms, is to be reckoned, among others institution of virtual prosumer, i.e. collective use of 10 percent the power of the source located in a given commune. According to Hennig-Kkloski, the energy provided in this way can go to local schools and kindergartens, for example.

– Many local governments are waiting for this lawwanting to rent your land for windmills. We estimate that by 2030, thanks to new investments, up to 31 thousand will be created. new jobs, and installed powers will double up to 20 GW. This will save us PLN 8 billion a year on the costs of CO2 emissions – she made the minister's forecasts.
Training for RDOŚ
Training for the Regional Directorates for Environmental Protection, which during the 10H principle has not had the opportunity to gain experience in conducting environmental impact assessments and issuing environmental decisions, are also to improve the permitting procedures.
At the same time, the minister expressed his approval for the pilot project of wind turbines conducted by the State Forests in forest areas under the “Forest of Energy” program (in Business Insider we described the controversy and protests of the inhabitants of the affected area regarding this undertaking).
– The pilot will be conducted to a small extent with the University of Life Sciences in Poznań and will allow you to examine the behavior of birds near the turbines. I think that if we want to develop the industry, such knowledge will be useful to us. RDOŚ will issue its opinion based on project documentation-Hennig-Kloska announced.
Auction system for biomethane
The minister thanked President Andrzej Duda for the lack of veterest prepared so far in the Ministry of Culture and National Heritage and expressed the hope that the same fate would happen to the distance act. – If we want to provide Poland with energy security, we really need these recipes – the head of the climate and environment appealed.
The document expected by the RES industry also contains Facilitation for producers biomethane; Installations with a power above 1 MW will be able to use support under the auction system. Installations producing biogas and agricultural biogas will gain the opportunity to use direct gas pipelines. The Act also provides for simplification of reporting obligations for energy cooperatives, which will receive measurement data from distribution systems operators.
