Prior to the organic regulation (1831-1832) appeared, Bucharest had a general budget that includes both the salaries of the “members” (members of the city council, NN) as well as the income and expenses of the city.

Thus, there is no evidence of money and no distribution of income by categories of expenses. However, there were some institutions that had their special revenues gathered in the “box” – such as the “box of the chickens”, “Bridge box”, the Milelor box “,” Organization box “, etc.

In the Organic Regulation (art 22 of the chapter on the “city advice”) it was stipulated that the “members”, that is, the members of the city counsel, each year at the beginning of October, “the president of the High Divan”, the Vornicul of the City and “Deputy of Ilfov County”, to the 20th of the month, the expenses ”.

Later, the “budget” was sent to be approved by the great Vornic (the Minister of the Interior), who returned it until November 1 to be “put into work”.
