Ukraine Faces $4 Billion Budget Deficit Despite Progress, Says Zelensky

Ukrainian President Volodymyr Zelensky has announced that the country requires an additional $4 billion to address its ongoing budget deficit. Although Ukraine initially faced a $27 billion shortfall, the government has managed to cover $23 billion through various means, including a combination of resource savings and enhanced bilateral aid agreements.
According to Zelensky, the current financial situation has significantly improved as many of the earlier issues have been resolved. “We understand where to find three of these four billion. We know, but we have not yet secured them,” he stated. The Finance Ministry has identified potential sources for raising approximately $3 billion of the needed amount, but these funds have not yet materialized.
In related developments, the Minister of Finance, Serhiy Marchenko, previously indicated that Ukraine was on the brink of a financial crisis due to budget constraints, compelling the ministry to delay less critical expenditures while prioritizing contributions to the security and defense sectors. This level of budget liquidity has not been observed since 2022.
Additionally, Defense Minister Yevhenii Khmara suggested securing part of an EU loan allocated for 2027 as a possible solution to the funding gap, amid reports that Ukraine’s recent requests for additional financial support have taken European officials by surprise. Reports have indicated that some European diplomats have expressed frustration over Ukraine’s latest request for billions in extra funding, especially considering that the EU has already committed €90 billion to support Ukraine through 2026-2027.
