General Palisa has stated that Ukraine is enhancing its capabilities for strikes against Russia, noting, “The enemy is not prepared to retreat. The political leadership of Russia understands that a defeat in Ukraine is likely the beginning of a domino effect for them.”
He emphasized Ukraine’s strategy to weaken Russia’s financial capacity to sustain its military operations.
According to Palisa, two years ago, Ukraine lacked the ability to strike targets at such distances as it can now, and the impact of long-range attacks is being felt even within Russian territory.
Palisa remarked, “We are demonstrating progress primarily in our capability to apply pressure on critical points, targeting centers of gravity with specific priorities and logic. This will gradually have a cumulative effect and aims to yield the desired results for the country.”
Additionally, the Deputy Head of the Office of the President indicated that Ukraine is capable of shifting the conflict into a new phase.
He noted, “In my opinion, we are capable of transitioning the war into a new phase,” referring to strikes on targets that may not have an immediate battlefield effect but could inflict significant long-term damage on Russia.
Among these targets, Palisa identified energy export infrastructure, which is a crucial source of revenue for the Russian budget, shadow fleet vessels, logistical infrastructure, and networks that support Russian logistics operations.
