The head of ANAF announced that they are working on a new version of the SPV and has a message for taxpayers: “If it's not perfect, write to us, we'll improve it”

The National Fiscal Administration Agency (ANAF) is working on a new interface of the Virtual Private Space (SPV), more welcoming and easier to use, the president of the institution, Adrian Nica, announced on Tuesday at the official launch event of the International Tax Association – IFA Romania, writes Agerpres.

I think that in the direction of digitization, this year, in ANAF you will see a lot of good things. Know that we are working on a new SPV interface, more welcoming, easier to work with. If it's not perfect, write to us so we can improve it. And also here, at SPV, know that we ask all accounting experts who do not have a contract with the companies they represent in the relationship with us in SPV to declare their taxes. It is absolutely strange to see in the SPV an expert accountant who represents a taxpayer, and in the e-invoice there is none. I think first of all professionals should draw up their contracts and then declare their fee. Then, in this digitization process that ANAF started, let's take the steps that we consider priority. Sometimes what you consider a priority is not ours either. I'm sorry for that, but each entity has its own plan and interests', Nica told those present at the event.

According to him, ANAF has established very clearly what it must do in the digitization process at this stage.

'We, in this digitization stage, have established very clearly what we intend to do. Be aware that it is very difficult to make a chatbot at ANAF based on specifications 2023. These are the tender procedures. At ANAF, if you want to buy a new tool, a server or access to a database, you have to do an auction. To make an auction, it takes maybe until you leave, and so on. There are also many downsides that I know some of you don't understand because you haven't worked here. There are many activities that we currently carry out and we want to improve them, deficient, starting from the way we regulated, and I am referring here to taxpayer assistance, where until you receive a point of view it takes about three to four months. That's why, as I've always said, I encourage you to ask for tax solutions, price agreements in advance. I believe that as the number of advance pricing agreements will increase, the quality of the control act in the area of ​​transfer pricing will also improve,' he emphasized.

The head of ANAF added that it is desired to digitize the meeting with the taxpayer.

I say every time: natural persons pay 3% of the total contributions to ANAF, the controls bring somewhere around 0.6% of the collection plan, you give us the rest. 3.6% generates the big problems of ANAF and the big discussions. What are we trying to do? We try to digitize the meeting we have with the taxpayer as much as possible. As you know, in the coming period you will have the possibility to conduct the final discussions with the taxpayers including video. Also, at the ANAF level, in the next two or three months we will develop a part of artificial intelligence for the control structures, not necessarily to create problems for you, but to standardize the decision, to manage to discipline an apparatus that in the last 30 years has worked each in his county, in his commune, with his own risk analysis and with his own plans. It is not easy to do this process. Resistance to change is high. When we talk about globalization, digitization, we talk about new information, new techniques', Adrian Nica said.

The official launch event of IFA Romania took place on Tuesday in the presence of representatives of public authorities, tax experts, entrepreneurs, economists, consultants and business leaders. IFA Romania is affiliated to the International Fiscal Association (IFA Global), one of the most important international organizations dedicated to taxation, based in the Netherlands.

IFA Romania aims to become an independent and neutral platform for dialogue between the authorities, the academic environment, tax consultants, lawyers, economists, company representatives and specialists in the field of international taxation, in an economic and fiscal context in a continuous transformation.
