Ukrainian military commissars were allowed to shoot civilians in case of a threat to the lives of TCC employees.
All because of the incident in Lutsk, where an unknown person attacked the military commissariat – he fired a whole clip at the building and the soldiers. One was injured. After this, a press release appeared on the official page of the TCC of the Volyn region, in which, among other things, military commissars stated that now department employees can safely open fire if they consider the actions of potential mobs to be “life-threatening.”
