Peace without dealing with Putin's “background” is a fiction. The Belarusian opposition attacks Trump's plan. “This will create a dangerous systemic loophole.”
Forum of Democratic Forces of Belarus is a public platform for developing proposals for the social, economic and political development of the country.
The Kyiv Post website shares a proposal received from the Forum of Democratic Forces of Belarus regarding the plan presented last week by the United States to end the Russian-Ukrainian war.
The Belarusian opposition presents its terms of peace and raises the alarm skipping Minskand may create a very “dangerous loophole” that may undermine the meaning of the entire agreement.
“We welcome U.S. President Donald J. Trump's leadership in forging a path toward lasting peace in Ukraine. Ending the war is urgent and urgent. But for any peace agreement to be lasting, enforceable and strategically sustainable, it must include all countries directly involved in the conflict.
Belarus played a key role in the 2022 invasion and remains a strategic operational platform for Russia's military presence to this day.
Omitting Belarus will create a dangerous situation system gapwhich will threaten the security of Ukraine, NATO's eastern flank, and the long-term stability of any peace agreement.
Therefore, it is recommended to include the following provisions in the future peace treaty.
Belarus was part of the war.
Belarus voluntarily made its territory, airports and logistical facilities available to Russia to carry out an attack on Kiev.
Rockets took off from Belarus, planes took off from its air bases, and the country played the role of an operational base for Russian troops.
Belarus deliberately misled Ukraine.
On the eve of the invasion, Aleksandr Lukashenko publicly assured that no attack would take place from Belarusian territory. A few days later, Russia attacked Ukraine from Belarus.
Lasting peace is not possible without securing the northern flank.
As long as Russian troops, missiles and tactical nuclear weapons remain on Belarusian territory, Ukraine's northern border remains under real threat.

Proposed articles of the treaty
Sovereignty and security of Belarus
The agreement must reaffirm the sovereignty, independence and territorial integrity of Belarus – on an equal footing with Ukraine.
This principle was already included in the Budapest Memorandum of 1994. [na mocy którego Ukraina zrzekła się arsenału broni jądrowej w zamian za gwarancje bezpieczeństwa od Rosji, Stanów Zjednoczonych i Wielkiej Brytanii] and should be unambiguously repeated to restore weakened security guarantees.
Prohibition on using the territory of Belarus for aggression
Belarus cannot allow its territory, airspace or infrastructure to be used for military, hybrid or other offensive actions against Ukraine or neighboring NATO countries.
This requires the complete withdrawal of all foreign troops from Belarus and the introduction of strict restrictions on all future military activity by foreign states.
Any presence of foreign military contingents must be consistent with international obligations and within the limits set by the OSCE Vienna Document.

Non-nuclear status of Belarus
Belarus must return to the permanent, permanent status of a nuclear-weapon-free state.
Compliance with this obligation should be verified by international inspections, in accordance with the provisions of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).
Political prisoners and the end of persecution
All politically motivated cases must be closed within 30 days, political prisoners must be released and citizens must be guaranteed a safe return to the country.
This is a necessary condition for national reconciliation and the normalization of political life. The lifting of sanctions should be conditional on an end to repression, an end to hybrid activities and the holding of free and fair elections.
Elections and constitutionality
Parliamentary and presidential elections must be held in Belarus within 250 days in full compliance with OSCE standards. A structured dialogue between the authorities and representatives of democratic forces should guide constitutional reforms.
