The state has declared war on the shadow fuel market, but the main schemes have not been completely eradicated, said Danylo Hetmantsev, head of the VRU Committee on Finance, Tax and Customs Policy.
In particular:
✅ Until recently, the state lost about UAH 20 billion every year due to tax evasion by unscrupulous operators.
✅ One of the main sources of losses is the production of the so-called “bodyaga”: fuel from gas condensate with the addition of various chemicals and an increase in the octane number to match fuel.
✅ The gas station black market continues to exist. Such gas stations work without licenses and sell “bodyaga”. The oil and gas association has a large map on which 428 black gas stations are located, which for some reason are not noticed by law enforcement officers.
✅ There are gas station chains that still do not issue checks to customers, but trade them, helping companies evade taxation.
✅ There is still a practice of salaries “in envelopes”. There are networks where salaries are 50,000 hryvnias, and there are those where salaries are 15,000 hryvnias, and this definitely indicates that such networks continue to use schemes, robbing the state during the war.
“I appeal to law enforcement agencies to take urgent measures to strengthen control over compliance with tax legislation on the fuel market,” Hetmantsev said.
