The Chamber of Deputies today brought an important amendment to the Physical Education and Sports Lawwhich stipulates the obligation to use 40% Romanian athletes by Romanian clubs, in all sports, at matches organized in the country. The law will become mandatory if it is promulgated by President Nicușor Dan. Dinamo, through the voice of the president Andrei Nicolescu, offered the first reaction.
The red-white club reacted negatively to learning this news. By the time he gets around to challenging her, Nicolescu he is convinced that this law will not be adopted and it will not be necessary for Dinamo to intervene.
The idea is good in the view of the Dynamo leader, but the way in which it is to be applied is wrong, Nicolescu also believes.
Dinamo, against the “Novak Order”
Dinamo's president is convinced that Romania does not have a proper selection base and infrastructure. That is where it should go, so that such a law can produce positive effects.
Dinamo is among the 3 clubs caught offside by the new law, along with Csikszereda and Oțelul. The people of Galați are the worst, being 62.08% foreigners (149 appearances out of 240).
“She theoretically wants to do something good, but she starts from an absolutely bad premise. If we don't have a basis for selection, if we impose these things, the effects will be bad. Those who decide the fate of Romanian sport should look at what the infrastructure, the conditions mean.
Like a synthesis of effects. Plus, we, as a football strategy in Romania, don't think we can apply this law as long as we don't have the means to do it
We don't have proper selection base and infrastructure to turn some of our kids into athletes. At the performance level, the criteria we apply in order to meet infrastructure conditions, trainings, methodology, are at a low level. We have to admit that.
If someone from the political field would like to do good for Romanian sport, they should impose some investments in infrastructure and methodology. We have been trying to fool ourselves with this for years. If we're going to impose that, you see, God, we're going to have more good players. It's a hoax.
We are in the European Union, it's a legal matter. I believe that before it is adopted there will be enough opinions that will request the legality of the law to be questioned at the Constitutional Court in terms of reference to European norms. I don't think it will be necessary for Dinamo to do this”, said Nicolescu on “Fotbal Club”, from Digi Sport.
I have some doubts about how it wants to be implemented and somehow it goes against some European rules. The principle that our legislator would like to apply or the desired result from which he starts is the stimulation of Romanian sports.
But the method by which they try to do this is completely wrong. Instead of emphasizing the infrastructure and methodology and finding the legislative levers to stimulate it, it comes with a law that wants to “paint” something that doesn't work.

In short, what does the new amendment to the “Sports Law” entail
-
The law must be promulgated by President Nicușor Dan to enter into force
-
The Chamber of Deputies voted that the Order of the Ministry of Sports 500/2022, issued by former minister Eduard Novak, which stipulated the obligation to use 40% Romanian athletes by Romanian clubs, in all sports, at matches organized in the country, to become an integral part of the Physical Education and Sports Law
-
The text of the law provides for financial sanctions for teams that will not comply with the provision, fines between 500,000 and 1,000,000 lei, but it is not clear if the penalties will be applied after each violation (each match in which the teams will not use Romanians in a proportion of at least 40%) or at the end of the seasons. Details of this kind will be determined by each individual sports federation.
