The president of Wody Polskie submitted a notification about the possibility of committing a crime regarding the plot in Zabłotnia by the former president and vice-president of this institution – informed Wody Polskie. The point is to decide whether there was a drainage ditch or a natural watercourse on the plot where the railway line to the CPK is to be located.


In Friday's announcement, Wody Polskie stated that “in August 2023, the then president of Wody Polskie provided the Ministry of Infrastructure with information that the watercourse “Tributary from Zabłotnia” is a water device (drainage ditch)”, which resulted in the discontinuation of the administrative proceedings to determine the shoreline (such proceedings are carried out only in relation to flowing waters)” – it was reported.
On Thursday, the president of Wód Polskie, Mateusz Balcerowicz, explained that in 2021, Wód employees reported that there was a so-called flowing water, which is generally not subject to legal transactions and belongs to the State Treasury.
In the opinion of Wód Polskie, the information about the drainage ditch provided to MI in 2023 was prepared without a reliable analysis and on-site visit. Friday's announcement emphasized that there is a natural watercourse in this place on the Hydrographic Division of Poland.
“Cases of direct influence of the management of Wody Polskie (president and vice-president for water environment management) on the substantive activities of employees have been identified, which may constitute an abuse of authority (…)” – stated Wody Polskie. As a result, on Friday, the President of Water submitted a notification about the possibility of committing a crime under Art. 231 par. 1 of the Penal Code, which applies to the then president of Polish Waters and the then vice-president for water environment management.
Wirtualna Polska wrote on Monday that in 2023, shortly before PiS gave up power, the Ministry of Agriculture gave consent to the sale by KOWR to the vice-president of Dawtona, Piotr Wielgomas, of a plot of 160 ha, through which the high-speed rail line from Warsaw to the CPK airport is to run. One of the obstacles to the purchase of the plot by Dawtona was the fact that there is a watercourse on it, and according to the law, running water belongs to the State Treasury and cannot be sold.
