According to official data, the Chancellery of the Prime Minister has an arrears of 110,045 lei, and the Court of Accounts owes 59,865 lei. In total, more than 511 public institutions and companies are listed with debts to the state budget.

The largest outstanding amounts belong to the National Land Improvement Agency, which has 136.5 million lei to pay, followed by the National Research and Development Institute for Land Improvement (ISPIF Bucharest), with 87 million lei, and the former Ministry of Entrepreneurship and Tourism, with 29.1 million lei.

The list also includes other public institutions, such as hospitals, school inspectorates, town halls, sports clubs, courts and prosecutor's offices.

In a statement sent on Friday, ANAF reminded that, according to Article 7 of the Fiscal Procedure Code, it has the role of supporting the voluntary compliance of taxpayers, including public institutions, with the payment of fiscal obligations.

On August 31, 2025, the total amount of outstanding tax debts of public institutions and authorities was 582.9 million lei, the Tax Office stated.

At the beginning of November, ANAF will send official notifications to all institutions that have arrears, to inform them of the amounts owed and to give them the opportunity to access tax facilities or to request payment installments, without the need for guarantees.

“Non-payment of outstanding debts will lead to taking legal measures to recover the amounts owed”, ANAF sent.
